Sandra Rodriguez filed suit against the City of South Houston under the Texas Whistleblower Act, alleging retaliatory discharge for her reporting of allegedly illegal conduct. South Houston now brings this interlocutory appeal from the trial court's denial of its plea to the jurisdiction based on governmental immunity.
