Rio Valley, LLC appeals from a final judgment on its claims against the City of El Paso, the El Paso Central Appraisal District (EPCAD), and the Appraisal Review Board of El Paso County, Texas (ARB). We vacate the trial court's judgment and render judgment dismissing the counterclaim against the City and the third party petition against EPCAD and the ARB.
