The Harris County Sheriff's Office (HCSO) terminated former Lieutenant Louis Guthrie's employment for alleged misconduct principally stemming from an incident in which Guthrie conducted a theft investigation at a car wash after his wife reported $17 had been stolen from her vehicle.
