Bandera County appeals the trial court's judgment that denies its plea to the jurisdiction, grants a summary declaratory judgment, and awards attorney's fees to appellees Susan and Gregory Hollingsworth. We hold the trial court erred in part by denying the plea to the jurisdiction as to one of the Hollingsworths' claims and erred by granting summary judgment on the other claim. We reverse the trial court's judgment in its entirety...
