Appellant, the City of Houston, appeals the denial of its plea to the jurisdiction. The City argues that because appellee, Ester Medina Owens, elected to sue the City and its employee simultaneously, Owens's suit against the City is "forever bar[red]" under section 101.106(b) of the Civil Practice and Remedies Code.
