GUADALUPE RIVERA, Justice.

Appellant, Texas Department of Public Safety (the Department), suspended the driver's license of Appellee, Raul Castro. After an administrative law judge (ALJ) sustained suspension of Appellee's driver's license, Appellee challenged the ALJ's ruling by filing an appeal in the County Court at Law. Finding no reasonable basis in the record for the agency's action and no substantial evidence to support the ALJ's order...
