Appellant, Gordon R. Goss, appeals the trial court's grant of the plea to the jurisdiction filed by appellee, the City of Houston ("the City"). The appeal arises from the dismissal of Goss's claims for violations of the Texas Commission on Human Rights Act ("TCHRA"), conspiracy to violate the TCHRA, and intentional infliction of emotional distress.
