Christopher Koustoubardis sued the Texas Youth Commission (TYC) for violating the Texas Whistleblower Act and section 64.102 of the Texas Human Resources Code after TYC terminated his employment. TYC filed a plea to the jurisdiction asserting sovereign immunity from Koustoubardis' section 64.102 claim; the trial court conditionally denied the plea.
