The State of Texas (the "State"), Relator, filed a petition for writ of mandamus against the Honorable Patrick Garcia, Judge of the 384th District Court. Judge Garcia entered an order requiring the State to issue subpoenas for all of its witnesses and prohibiting the State from calling any witness "informally," i.e., a witness who has not been subpoenaed.
