In this interlocutory appeal, the City of Wylie appeals the trial court's order denying the City's plea to the jurisdiction. Appellees Chris and Stephanie Taylor filed suit against the City, alleging a damaged subterranean drainage pipe owned by the City, and located partly on the Taylors' property, caused damage to the Taylors' home.
