Appellant, the City of Houston ("the City"), files this interlocutory appeal from the trial court's order denying the City's plea to the jurisdiction. We issued our original opinion on July 12, 2011. Thereafter, the City filed a motion for rehearing and a motion for en banc reconsideration. We overrule the City's motion for rehearing, withdraw our previous opinion, and issue this substitute opinion...
