Ranger Abbott purchased real property within the City of Paris, Texas (City), with the intention of using it as a mobile home park based upon his belief that City Manager, Kevin Carruth, had made a representation that the entire property was approved for nonconforming use, so long as it continued to be used as a mobile home park.
