In this accelerated appeal, the City of Corpus Christi (the "City") appeals the trial court's order granting appellees J.D. Maldonado, Gabriel Vega, Timothy Wells, Brian White, and Denise White (the "Merchants") a temporary injunction that prevents the City from enforcing City of Corpus Christi Ordinances 028948 and 028967 to the extent the ordinances ban "illegal smoking paraphernalia."
