Opinion By Justice LANG.

Don Venable, appearing pro se, raises one issue in his appeal. He claims the trial court erred when it granted the pleas to the jurisdiction of Bruce Sherbet, the Dallas County Elections Administrator, and Hope Andrade, the Texas Secretary of State, and dismissed his claims against them. We conclude the trial court erred when it granted Sherbet's and Andrade's pleas to the jurisdiction and dismissed Venable's claims...
