The trial court dismissed, for want of jurisdiction, a lawsuit filed by appellant, W.W. Webber, L.L.C. ("Webber"), against a governmental entity, appellee Harris County Toll Road Authority ("HCTRA"), for breach of contract and quantum meruit.
