The Texas Department of Public Safety ("DPS") and the Texas Observer (the "Observer") appeal from the trial court's summary judgment declaring, consistent with the opinion of Texas Attorney General Greg Abbott, that DVDs1 containing video recorded by security cameras in a Texas Capitol hallway were not confidential or excepted from public disclosure under the Texas Public Information Act...
