Leonard Jones ("Jones") operated two golf courses for the City of Dallas ("City") pursuant to a written contract. Jones sued the City to recover "equitable compensation" allegedly due under the contract. The City filed a plea to jurisdiction, which was granted by the trial court. Jones raises five issues on appeal. He contends the trial court erred in granting the plea to jurisdiction because: 1) sovereign immunity...
