The City of Dallas appeals the portion of the county court's interlocutory order denying its plea to the jurisdiction with respect to Paul C. Woodfield's request for a declaratory judgment that section 9-8 of the Dallas City Code is unconstitutional. See DALLAS, TEX., DALLAS CITY CODE § 9-8 (2008).
