The Texas Medical Board (the "Board") determined that appellant William J. Rea, M.D., who is licensed by the Board to practice medicine, committed violations of the Medical Practice Act. The Board filed a complaint against Rea at the State Office of Administrative Hearings ("SOAH"), seeking an adjudicative hearing for the purpose of taking disciplinary action against Rea.
