Juneth Steubing was indefinitely suspended from her job as a police officer for the City of Killeen ("City"). Steubing appealed her suspension to a hearings examiner, who concluded that Steubing should not be reinstated. After the examiner issued his order, Steubing appealed to the district court and filed a motion for summary judgment.
