This is a lawsuit brought pursuant to the Texas Public Information Act. The appellee newspapers filed suit against appellant, the Texas Department of Public Safety (DPS), seeking access to vouchers that relate to travel by the Texas Governor. The district court granted the relief requested by appellees. The DPS argues that the vouchers are confidential due to (1) the common-law right of privacy, based on special circumstances...
