In this interlocutory appeal,1 appellant, the City of Houston asserts in its sole issue that the trial court erred by denying its plea to the jurisdiction. The City contends appellee, Stephon Lamar Davis, failed to establish the City's waiver of immunity for his claim that he was injured by a police dog that bit him after it escaped from a police car....
