Appellant, City of Borger (City), appeals the trial court's order denying the City's Plea to the Jurisdiction1 in relation to a lawsuit brought by appellees, Victor and Becky Garcia and Lorenzo and Silvia Ramos (collectively, "appellees"), seeking recovery for property damage to appellees' homes caused by a flood. We reverse the trial court's order and render judgment dismissing appellees'...
