The Grimes County Bail Bond Board suspended and later revoked Sonny Ellen's bail bond surety license after he failed to disclose unpaid judgments for bail bond forfeitures in his license application. In a de novo appeal, the trial court found that Ellen had failed to pay judgments but nonetheless reinstated his license. Because Ellen had unpaid judgments at the time of trial, the trial court abused its discretion...
