Strata Resources and its one-time general partners, Stephen Bland Epps and Charles W. Brandes, appeal a judgment imposing administrative and civil penalties and requiring reimbursement for funds expended to plug certain wells formerly operated by Strata. They bring five issues contending that the well-plugging expenses imposed on Epps were pre-petition debts discharged in Epps's bankruptcy, that they are not liable...
