In August of 2012, Chloe S.K. ("Mother") and Timothy A.K. ("Step-father") filed a petition seeking to terminate the parental rights of Joshua A.P. ("Father") to the minor child Jocilyn M.P. ("the Child") and to allow Step-father to adopt the Child.
