Justice BEATTY:

Stacy Howard ("Appellant"), an inmate incarcerated with the South Carolina Department of Corrections ("SCDC"), appeals the Administrative Law Court's ("ALC's") summary dismissal of his appeal from a prison disciplinary conviction. Appellant contends the SCDC's actions implicated a state-created liberty interest and, thus, the ALC erred in summarily dismissing his appeal pursuant to section 1-23-600(D)
