Justice GOLDBERG, for the Court.

In this putative class action, the plaintiffs allege that Dell1 violated the Deceptive Trade Practices Act (DTPA), G.L. 1956 chapter 13.1 of title 6, and that Dell was negligent by improperly collecting sales taxes on certain services purchased in conjunction with the sales of its computer products. A justice of the Superior Court granted summary judgment in favor of Dell on both counts...
