The Rhode Island Department of Corrections (the DOC) is charged with "the custody, care, discipline, training, treatment, and study of persons committed to state correctional institutions or on probation or parole * * *." See G.L.1956 § 42-56-1(b). The Rhode Island Brotherhood of Correctional Officers (the union) is the certified bargaining unit for correctional officers and certain other DOC employees...
