Yet again, we are called upon to resolve a dispute stemming from the consequences of public corruption. In this appeal, the Retirement Board of the Employees' Retirement System of the State of Rhode Island (defendant or board) asks us to decide whether the trial justice erred in finding that it could not refuse a demand for reimbursement of retirement contributions to John A.
