After failing two field sobriety tests, the respondent, Lewis T. Quattrucci, was arrested for driving under the influence and later charged with refusing to submit to a chemical test. The charge subsequently was dismissed by a Traffic Tribunal magistrate on the ground that Mr. Quattrucci had not been afforded a confidential telephone call, as required by G.L.1956 §...
