Justice GOLDBERG, for the Court.

This case comes before us on the plaintiff's appeal from a Superior Court decision declaring that the defendant, the City of East Providence and its police department (city or department), acted properly when it discharged Officer Sean Sullivan (Sullivan) for non-disciplinary reasons without employing the hearing procedure required by the Law Enforcement Officers' Bill of Rights (LEOBOR).1
