Appellant, Raymond Dale Payne, appeals from the April 13, 2016 Order denying his Petition filed pursuant to the Post Conviction Relief Act ("PCRA"), 42 Pa. C.S. §§ 9541-9546. After careful review, we reverse the decision of the PCRA court and grant Appellant a new degree-of-guilt hearing.
