OPINION

This is a direct appeal from the Commonwealth Court's order dated April 25, 2013, denying a request for a preliminary injunction to prevent the closure of twenty-six State Health Centers ("Centers") and the furloughing of approximately twenty-six nurse consultants employed by those Centers.
