OPINION BY Judge BROBSON.

Appellant Williams Holding Group, LLC (Developer) appeals from an order of the Court of Common Pleas of Dauphin County (trial court). The trial court affirmed the decision of the Board of Supervisors of West Hanover Township (Township), denying Developer's application for approval of a proposed stormwater facility as a conditional use. We reverse the trial court's order.
