Linda Hunsicker (Requestor) appeals, pro se, a Final Determination of the Office of Open Records (OOR) denying her request under the Right-to-Know Law (RTKL)1 for access to Pennsylvania State Police (PSP) records regarding an investigation surrounding her brother's death, which involved a PSP Trooper.
