The Pennsylvania State Troopers Association (PSTA) petitions for review of a final order of the Pennsylvania Labor Relations Board (PLRB) which held that the Pennsylvania State Police (PSP) did not violate Sections 6(1)(a) and (e) of the Pennsylvania Labor Relations Act1 (PLRA) and Act 1112 when it deprived Corporal Edmund Fret (Corporal Fret) of Weingarten
