Appellant J. Michael Ward, the elected Constable of Silver Spring Township, Cumberland County, Pennsylvania, appeals from the order of the Cumberland County Court of Common Pleas (trial court), which affirmed the suspension of Constable Ward's automobile registration by the Department of Transportation, Bureau of Motor Vehicles (DOT). The issues before us on appeal are whether an elected constable is exempt under the Vehicle Code
