Before this Court is the Commonwealth of Pennsylvania, Office of Attorney General's (Attorney General) motion for summary judgment on its petition for review (Petition) of Locust Township Ordinance No. 4-2001 (Ordinance), which we shall treat as an application for summary relief pursuant to Pa.
