Integrated Biometric Technology, LLC d/b/a L-1 Enrollment Services (L-1), petitions for review of the May 21, 2009, order of the Department of General Services (DGS), which denied L-1's protest of DGS's rejection of the proposal L-1 submitted in response to a request for proposals (RFP) for digital fingerprinting and electronic federal criminal background check services. We reverse.
