PER CURIAM.

In this prisoner appeal involving the denial of parole consideration for a life-sentenced murderer, and a subsequent request for mandamus relief to order the Board of Probation and Parole ("Board") to parole him, the primary issue raised by appellant before our Court is whether a 1965 proposed Senate Bill that was not approved by the General Assembly, not signed by the Governor, and not enrolled by the Secretary of State is nonetheless...
