Dana Garner petitions for review of an adjudication of the Pennsylvania Human Relations Commission dismissing his discrimination complaint. The Commission concluded that Garner's evidence did not establish a prima facie case of race-based discrimination on the part of his employer, Comcast of Willow Grove, Inc. (Comcast).
