In this appeal and cross appeal, S.C. and S.S.P. ("Foster Parents") appeal from the orphans' court's order denying their petition to involuntarily terminate the parental rights of T.R.S. ("Father") to his daughter, B.R.S., pursuant to the Adoption Act, 23 Pa.C.S. § 2511(a) and (b).1 Father cross appeals the orphans' court's decision to deny his motion to quash Foster Parents' petition to involuntarily terminate...
