Dr. John K. Baillie petitions for review of an adjudication of the Public School Employees' Retirement System (PSERS), which ordered him to return $79,083.39 in retirement annuity payments that he had received. PSERS found that Baillie, with the support of his employer, the Chester County Intermediate Unit, had manipulated the terms of his employment so as to increase the amount of his retirement annuity and to have it paid while still employed...
