Turk (Licensee) seeks review of an order of the Court of Common Pleas of Butler County (trial court) directing the Department of Transportation, Bureau of Driver Licensing (DOT) to restore her driver's license following a recall under 75 Pa.C.S. § 1519 (relating to determinations of incompetency) subject to the condition that Licensee pass an on-road driving test.
