On October 19, 2001, our Court remanded this post-conviction capital case to the Philadelphia County Common Pleas Court ("PCRA court") because it had improperly adopted the reasoning set forth in the Commonwealth's motion to dismiss, and failed to issue a substantive opinion addressing the merits of the petition filed by Appellant, Craig Williams.
