This case involves cross-appeals from the order of the Court of Common Pleas of Philadelphia County, which denied Antoine Ligons' guilt phase claims under the Post Conviction Relief Act (PCRA), 42 Pa.C.S. §§ 9541-9546, but granted a new penalty hearing on the grounds that trial counsel was ineffective for failing to investigate mitigating evidence.
