The Pennsylvania Liquor Control Board (Board) appeals from the September 4, 2007 order of the Court of Common Pleas of Philadelphia County (trial court) reversing the Board's October 18, 2006 order, and directing the Board to immediately renew Restaurant Liquor License No. R-14472 (license) held by Philly International Bar, Inc.
