Before this Court is the Application for Leave to Withdraw as Counsel (Withdrawal Application) filed by Kent D. Watkins, Esq. (Counsel). This Court appointed Counsel to represent Corey M. Zerby (Zerby), an inmate currently residing at SCI-Frackville.
