We granted review in this case to determine whether a retroactive amendment to the Municipal Claims and Tax Liens Act ("MCTLA"), Act of May 16, 1923, P.L. 207, as amended, 53 P.S. § 7101, et seq. providing for the imposition on delinquent taxpayers of "reasonable attorney fees" incurred in a school district's collection of taxes, violates the Remedies Clause of the Pennsylvania Constitution,1
